Gregory Hopkins, Board Chair

A native of Richmond, Virginia, Greg has been involved in the Human Services Field for over 20 years. Currently,  Greg is employed by the City of Richmond, Department of Justice Services as the Community Programs Manager where he oversees court programs for juvenile offenders.  Greg is active in the public safety field; he is an active member of the Virginia Drug Court Association (VDCA) where he has held the position of both Vice-President and past President. He is a Delegate for the American Correctional Association for Juvenile Aftercare and Post Release Supervision. Greg also is an active member of the Virginia Juvenile Justice Association where he served as the Chair of the Capital District.  

 

Greg is a graduate of John Marshall High School and received his BA Degree in Sociology from Virginia State University and Masters Degree in Criminal Justice from Tiffin University.

 

Greg is a proud member of Kappa Alpha Psi Fraternity. 

Gregory Brown serves as an Account Executive for local government. He has worked in procurement since 2006. He joined the Policy, Consulting and Review Bureau in 2010. He had previously worked for the DGS as a customer service representative with the eVA team and as a contract officer with the Central Procurement Unit. He has served in various other procurement positions for the Department of Veterans Services, Sitter & Barfoot, and the Defense Logistics Agency.

 

He holds a bachelor's degree from Old Dominion University and a Master's of Public Administration from Virginia Tech.

Colonel (Ret) Keith Blowe is a native of Sussex, Virginia. He is a 1981 Distinguished Military Graduate from the University of Richmond, where he was commissioned as a Second Lieutenant in the United States Army, Military Police Corps. In the same year he received a Bachelor of Science Degree in Criminology from Virginia 

Commonwealth University.  He retired from the military after over 28 years of active duty service in June 2009.  

 

Since retirement from the military, Colonel (Ret) Blowe has continued his service securing our nation in the following agencies:

  • Department of Homeland Security (DHS), Transportation Security Administration (TSA) 

  • Defense Logistics Agency, Richmond

​

Colonel Blowe also serves in the following capacities: 

  • President / CEO of BLW-SOLUTIONS, LLC (a security consulting firm); 

  • Member of the Sussex County Board of Supervisors, Stony Creek District for a 4 year term (2016 - 2019) and 

  • Former member of the Sussex County Chamber of Commerce; the Southside Virginia Criminal Justice Board; and the Sussex County Board of Zoning Appeals.
